The Philosophy of the Warrenton Youth Sports Club (WYSC) Basketball League, which is for girls and boys ages 4-18, is to provide an atmosphere promoting fun, togetherness, learning, and good sportsmanship within a recreational setting.
Our motto is:ATHLETE FIRST, WINNER SECOND.
In keeping with this philosophy WYSC has instituted a ZERO TOLERANCE policy.
Rule 2: ZERO TOLERANCE
The following policy should be read and followed by all persons participating in WYSC Basketball activities:
Before, during, and after all games the following will be enforced:
Players, coaches, assistant coaches, parents, and spectators MAY NOT make insulting or negative remarks, directly or indirectly, to or about opposing players, coaches, officials, or spectators or commit other acts that could be considered unsportsmanlike.
Players, coaches, assistant coaches, parents, and spectator MAY NOT directly or indirectly make comments to or about the officiating crew or otherwise badger the officiating crew.
Players, coaches, assistant coaches, parents and spectators MAY NOT use profanity at any time. Use of profanity may get you ejected from a game, suspended from the next game or ejected from the league.
Officials will give one warning to a player, coach, assistant coach, parent or spectator for misconduct. Upon the second infraction the player, coach, assistant coach, parent or spectator shall be ejected from the game site.
Any player, coach, assistant, parent or spectator that is ejected from the game will be automatically suspended from participation in the next WYSC Basketball League game.
Any person ejected from a game site shall not return to the game site following the game for any reason.
Failure to abide by any condition of this rule may result in forfeiture of the game and additional sanctions.
If there is a physical altercation between a player, coach, assistant coach, parent, or spectator and an official, such person shall be automatically ejected from the game site and shall be automatically suspended from participation in the WYSC Basketball League and may be expelled from WYSC pending review by the WYSC Adjudication Committee.
It is important that coaches are aware of the WYSC Zero Tolerance rules and their responsibilities.
Rule 3: COACHES RESPONSIBILITIES
Each coach and assistant coach should carefully study the guidelines and rules so that correct information is passed along to the players and parents.

Sign a Code of Conduct form.
Coaches MUST attend the WYSC coaches' clinic to improve coaching skills and help keep the program moving forward. This clinic is provided free of charge.
Make sure players on roster meet eligibility requirements.
Provide a properly completed WYSC Basketball Scoring sheet before the start of each game.Failure to do so may result in a forfeit of game.
Make sure players understand and comply with the uniform and dress code.
Make sure an adult (21 or older) is present at all practices, games, and team activities. (No exceptions.)
Maintain discipline among players, coaches, and spectators both at practice and during games.
Set a good example. Maintain the standards of dress and discipline set for your players. Refrain from the use of profane or abusive language and the use of alcohol and tobacco while in the presence of your team. Children learn by your example.
See that each player gets their required playing time (where minimum playing time applies).
Make sure the playing court and spectator area is cleaned up after each practice and game.
DO NOT ARGUE WITH THE REFEREE! Direct questions in a positive manner at the appropriate time (i.e., between quarters and after the game). Noncompliance with this can result in removal of coaches and players and/or forfeiture of the game.
Stress good sportsmanship and having fun. Teach players to win and lose with the proper attitude. Greet opposing coaches both before and after the game to set the tone.
Each coach will identify themselves to the referee before the game. Only the Head coach will be allowed to address the referee during quarter or halftime breaks.
Any coach suspended from a game, can not be in attendance at the game they are suspended from.
WYSC feels that it is important that players are aware of the WYSC Zero Tolerance rules and their responsibilities.
Rule 4: PLAYER RESPONSIBILITIES
Follow the rules of discipline set by your coach.
Be willing to learn and give 100 percent.
Be a team player, not an individual star.
Contact your coach if you can't make it to a practice or a game.
DO NOT ARGUE WITH THE REFEREE! Non-compliance with this can result in removal of players and/or forfeiture of the game.
If a player habitually violates any of the guidelines or official rules as outlined in this rule book, is habitually abusive to the referee or other players, or threatens a referee, player or coach with physical violence (EVEN ONCE), they will be subject to denial of further participation
Rule 5: DIVISIONS
The Warrenton Youth Sports Club (WYSC) Basketball League will consist of the following divisions (NBA snd NCAA levels of play where supported by participant numbers)*:

Rule 6: GENERAL RULES
The National Federation of States High School Association rules and local rules approved by the Warrenton Youth Sports Club (WYSC). Additionally, except where otherwise indicated, the following rules are deviations that apply only to the NBA division level of play:
The local deviation in rules for Ages 5-6 are:
There will be once a week practices for 60 minutes for this age division
Saturday Session will be spent as a 40 minute scrimmage with a running clock
The division will use junior or small ball as a game ball size 27.5
Coaches will be allowed on the court with the players instructing them during the scrimmage.
No referees will be provided for this age group.
There will be no official time clock or score keeping.
There is no pressing or trapping. (Definition of Pressing: Having the player pressure the ball and trapping)
Teams must play zone only defense, inside the 3-point line. Teams must play a "soft defense" until the offensive team gets the ball past the top of the key.
The local deviation in rules for Ages 7-8 are:
There will be two shot fouls taken from a 12-foot foul line, to an 8-foot high goal.
The division will use junior or small ball as a game ball size 27.5
There is no pressing or trapping outside the 3-point line. (Definition of Pressing: Having the player pressure the ball and trapping)
Each team is allowed 4 time outs per game.
Substitutes will be only allowed at or around the four minute mark of each quarter. Coaches should try to stop play when appropriate either 30 seconds before or after the 4 minute mark. Stopping the game during the middle of a play or fast break to bring in substitutions should be avoided. A player may be substituted for if he/she sustains an injury at anytime during the game, acquires 3 personal fouls in the first half or acquires 5 personal fouls at any time in a game.
Teams must play zone only defense, inside the 3-point line. Teams must play a "soft defense" until the offensive team gets the ball past the top of the key.
There will be four (4) eight minute quarters with a running clock stopping only for:
Shooting fouls; clock will be stopped once a shooting foul is called.
When player is shooting two foul shots the clock is stopped on the first shot and started once the referee hands the player the ball for the second shot.
There are no overtime periods.
A player will foul out after his/her 5th personal foul.
No official score will be kept for this division.
No Championship will be held for this division.
The local deviations in rules for Ages 9-10 are:
Foul shots will be taken from a 12-foot foul line, to a standard 10-foot goal.
The division will use a game ball size 28.5
There is no pressing allowed in the back court at anytime during the game. The offensive team must be allowed to pass the ball into the front court.
Each team is allowed 4 time outs per game: an additional one in each 3 minute overtime (Over time is for playoff and championship games only).
Substitutes will be only allowed at or around the four minute mark of each quarter. Referees should try to stop play when appropriate either 30 seconds before or after the 4 minute mark. Stopping the game during the middle of a play of fast break to bring in substitutions should be avoided. A player may be substituted for if he/she sustains an injury at anytime during the game, acquires 3 personal fouls in the first half or acquires 5 personal fouls at any time in a game.
A player will foul out after his/her 5th personal foul.

The division will use a game ball size 28.5
Pressing is allowed during the last two minutes of the 2nd and 4th quarters.
Each team is allowed four time-outs per game, an additional one in each 3 minute overtime.
Substitutes will be only allowed at or around the four minute mark of each quarter. Referees should try to stop play when appropriate either 30 seconds before or after the 4 minute mark. Stopping the game during the middle of a play of fast break to bring in substitutions should be avoided. A player may be substituted for if he/she sustains an injury at anytime during the game, acquires 3 personal fouls in the first half or acquires 5 personal fouls at any time in a game.
A player will foul out after his/her 5th personal foul.

The girls division will use a game ball size 28.5.
This division will play two (20) minute halves with a running clock.
Pressing is allowed only during the last 2 minutes of each half.
Each team is allowed four time-outs per game, and an additional one in each 3 minute overtime (overtime is in playoffs or championships only).
Substitutes will be only allowed 30 seconds before or after the 5, 10, and 15- minute marks of each segment of the half. Stopping the game during the middle of a play of fast break to bring in substitutions should be avoided. A player may be substituted for if he/she sustains an injury at anytime during the game, acquires 3 personal fouls in the first half or acquires 5 personal fouls at any time in a game.
A player will foul out after his/her 5th personal foul.
The clock is stopped:
During shooting fouls; clock will be stopped once a shooting foul is called.
When player is shooting two foul shots the clock is stopped on the first shot and started once the referee hands the player the ball for the second shot.
If player is fouled after a made basket clock is stopped during the foul shot and started after made shot or ball hits rim.
During the last 2 minutes of each half the clock is stopped for dead balls.

The boys division will use a game ball size 29.5
The girls division will use a game ball size 28.5.
This division will play two (20) minute halves with a running clock.

Each team is allowed four time-outs per game, and an additional one in each 3 minute overtime (Overtime is only in playoff or championship games).

Rule 7: PLAYER PARTICIPATION
All players must play in their own age group and division, unless otherwise approved by the age division commissioner, or the Basketball Board. A player’s age will be determined as of January 1st of the current season’s year.
Players must play on the team they are rostered to only. Players who play on a team they are not rostered on will result in a forfeit for the team they guest played with.
The coach will play each player in attendance at games the required time, unlesspreviously discussed with the basketball coordinator. ANY PLAYER WHO HABITUALLY MISSES PRACTICES OR SCHEDULED GAMES MAY BE DENIED THE PRIVILEGE OF FURTHER PLAY OR IN THE ALTERNATIVE HIS/HER PLAYING TIME CAN RE REDUCED. If a player is released, he or she will not be able to play for any other team during the remainder of the current season, and will not be entitled to a refund from the program. Parents will be notified of this via email.
The time requirements for ALL players on the team roster are as follows:
ALL AGES :All players must play the equivalent of two complete quarters and sit out the equivalent of one full quarter.
If a team has 9 players, 4 different players will receive an extra period of play
If a team has 8 players, every player gets an extra period of play.
If a team has 7 players, 5 different players will play 6 periods, and 2 different players will play 5 periods
If a team has 6 players, 4 different players will play 7 periods and 2 different players will play 6 periods
In the event a player, without prior approval of the Division Commissioner, is not allowed by his/her coach to play the minimum required time during a game, then his/her team shall forfeit that game.
In the event a player is allowed by his/her coach to play more than his/her maximum allowable time, he/she becomes an ineligible player and his/her team shall forfeit the game.
Substitutions are not allowed at time outs unless a player is injured, has acquired 3 personal fouls in the first half or 5 personal fouls at any time in the game.
If a player arrives late, however, prior to the referees stoppage of clock for substations , the are still to be played two complete quarters. If a player arrives after that point, they are required to be played the equivalent of one and half quarters. If arrival of a player occurs during half time, they are required to be played the equivalent of on quarter.
Rule 8: PLAYING DECORUM
Only players in uniform will be permitted to play. The uniform will consist of a T-shirt with a number, shorts and gym shoes. The 15-17 age group will have sleeveless or “tank top” shirts. THERE WILL BE NO ALTERATION MADE TO THE STANDARD ISSUED SHIRTS (EXAMPLE-CUT OFF SLEEVES).
Coaches and players will not use abusive language. Those doing so are subject to removal from the game and from the league.
COACHES AND PLAYERS WILL MAKE EVERY EFFORT TO URGE PARENTS AND SPECTATORS TO RESPECT THE DECISIONS OF OFFICIALS. THE GAME OFFICIALS MAY STOP PLAY IN ANY GAME WHEN SPECTATORS, COACHES, OR PLAYERS ARE GUILTY OF POOR SPORTING BEHAVIOR.
All coaches should remember that the official is the only authority on the floor during the game. The coach will not go on the floor during the game except if a player is injured and an official calls time.
The head coach alone shall address any issues with the officials.
Only two (2) coaches per team are allowed in the bench area.
Only team members will sit on the bench. If players are injured or ill, they may wear street clothes, however their names must appear in the scorebook and team roster.
Home team will wear the Black side of the jersey.
Rule 9: SCORING
NO GAME WILL START WITHOUT AN OFFICIAL SCOREKEEPER FOR EACH TEAM AND AN OFFICIAL TIMEKEEPER WHO WILL BE FURNISHED BY THE HOME TEAM. THESE INDIVIDUALS MUST BE ADULTS. The scorekeeper and the game officials must sign all scoring records. The first and last name of each player shall be furnished to the scorekeeper by the coaches.
Failure to provide a scorekeeper and time clock keeper will cause the forfeit of a game.
All players must report to the scorer’s table before entering the floor.
Referee MUST sign score sheet to validate game's final score.
The Referee must note on the score sheet any technical foul, intentional foul or flagrant intentional foul called during the game.
The Division Commissioner shall approve all games outside the Division schedule.
Rule 13: PROTEST/PENALTIES
No protest of officials’ decisions will be accepted.
A coach not following specified rules and regulations will be warned and may be suspended for one game after the first offense and dismissed from the league for a second offense.
The official shall immediately notify the appropriate Basketball Coordinator if any player, coach, assistant coach, player or spectator is ejected from a game.
All ejection are subject to review by the WYSC Adjudication Committee in its sole discretion.
Rule 14: PREGAME ACTIVITY
All games must start on time, even if a team can not field a team.
WYSC will try to provide each team half the playing floor at least ten (10) minutes prior to their game. If games are running late, this time will be shortened.
The official will wait 5 minutes after calling “Play Ball” and starting the clock. If a team cannot put a complete team on the floor in this time frame (5 players), the game will be forfeited to the team that can put a complete team on the floor. If neither team has enough players for a complete team, each team will take a loss, or make up the game at another time as scheduled by the Division Commissioner if facilities are available.
A complete roster will be given to the scorekeeper ten minutes prior to the game. Those absent or excused should be listed on the scorebook at the scorer’s table. The coach shall designate his starting five to the scorekeeper 5 minutes prior game time.
Wherever a game venue will allow, spectators for the game shall sit opposite the team bench, and not behind it.
Coaches must provide two captains to meet with the referees before the start of the game.
Rule 15: GAME SCHEDULES AND TIMES
Coaches are not authorized to deviate from the official published schedule of games and practices. All rescheduling of games shall be done by the Basketball Coordinator and all rescheduling of practices shall be done by the Practice Coordinator.
There will be a scheduled 5-minute half time period of each game. The time schedule for the games must be maintained. This is the joint responsibility of the coaches and referees.
Rule 16: GYMNASIUM RULES-GENERAL
No food or drinks allowed in the gym.
Only proper athletic shoes will be worn on the gym floor. No street shoes on the court.
All school equipment will be left alone, including any stage area.
Gym and premises must be left secure, clean and in the same condition as they were found. The home team coach for the last game in each facility shall have this responsibility.
All persons who attend games and/or practice at one of the school facilities will not be allowed in areas not authorized for use by this program.
If it snows/ices on Friday or Saturday morning, coaches should consult http://www.wysc.org/ to determine whether the program will be canceled. The Division Commissioner shall also attempt to notify each coach in his or her division. Coaches will then notify their players. If schools close during the week due to weather or holidays then there will be no practice.
Parents are responsible for their other children they bring during any practices or games. They are to be supervised at all times. They are not to be allowed to run around and play in areas off limits to WYSC participants.
