Reston Raider House Program games are played and officiated in accordance with USA Hockey Official Playing Rules.  USA Hockey Official Playing Rules are the rules of play unless they conflict with a House Rule, in which case the House Rule takes precedence.  All House Rules apply to the regular house program season and play-off games without exception.

1.  Length of Games


Mite Cross-Ice Games: Games shall consist of three 20-minute periods.  The games will utilize a running clock with stoppages every two minutes for line changes.  The third period may be reduced if necessary to insure that the games are completed within the allotted ice slot.  The pre-game warm up period shall be 5 minutes.


Mite and Squirt Full Ice: Full ice games shall consist of; three stopped 12 minute periods.  The clock will be stopped for whistles and line changes as described below.  If fewer than 24 minutes remain in the ice slot at the beginning of the third period, the third period shall be shortened as described in the PW through Midget section below.


PeeWee through Midget: Games at these levels shall utilize 15-minute periods for the first and second periods.  The third period shall be 15 minutes if the amount of time remaining in the posted ice slot is greater than thirty minutes at the beginning of that period.  In the event that fewer than 30 minutes remain, the length of the third period shall be determined by dividing the remaining time in the ice slot by 2 and rounding down to the nearest minute.  [ Example: At the beginning of the third period, 27 minutes remain in the ice slot.  Divide 27 by 2 that equals 13.5.  Round down to 13 minutes.]  The referee may in his or her discretion order a running clock at the point in time it becomes necessary to insure that the game is completed within the allotted ice time.


2.      Line Changes


Mite Cross-Ice: The running clock will be stopped every 90 seconds for line changes.


Teams shall change on the fly.


3.      Length of Penalties


Mite House Cross-Ice: There are no formal penalties in cross ice games. Coaches shall utilize discretion in assessing “penalties” to offending players.  Coaches serving as officials may assess penalties such as sending a player off the ice for the remainder of the shift, requiring a player to miss a shift, or other measures appropriate to the particular situation.  At all times, the first priority is to insure the safety of players and encourage good sportsmanship.


Mite Full Ice Games: The “Two  (2) Minute Minor” penalty shall be ninety (90) seconds, the “Five (5) Minute Major” penalty shall be four (4) four minutes, and the “Ten (10) Minute Misconduct” shall be eight (8) minutes.  Mites are not subject to carry over penalties other than as required under USA Hockey rules.


Squirt through Midgets: Minor penalties shall be 2 minutes, Major penalties shall be five (5) minutes, and Misconduct penalties shall be ten (10) minutes as defined in USA Hockey rules.  Penalty lengths shall not be reduced in the event of a shortened third period.


4.      Non-Checking


All House program games will be Non-Checking, except at the Midget Level where full checking is permitted.  Limited body contact in hockey is inherent to the game and sport and will be permitted within the rules of USA Hockey for non-checking divisions.


5.      Slapshots


Full slapshots are allowed in PeeWee, Bantam and Midget Divisions only.  The referee must warn any Mite or Squirt Player who takes a full slapshot.  If it happens again, he or a teammate may be penalized for delay of game or worse, depending upon the referee’s judgement.  Goals scored on full slap shots in Squirt will not count.  In the event of a full slap shot in the Mite or Squirt division, the ensuing face off shall take place as specified by USA Hockey Rules.


6.      Travel Players in House


The Head Travel Coach and the Head House Coach will assign travel players to a level of play.   Travel players are prohibited from playing in house as goalies.


7.      Score-Keeping


The score-keeper will never show more than an eight (8) goal lead per team on the scoreboard in a run-away game, but still keep accurate records on the score sheet.  No score will be kept in Mite cross-ice games.


8.      Misconduct and Fighting Penalties


All game, match and gross misconduct penalties will be reviewed by the Standards of Conduct Committee (also known as Discipline Committee) and appropriate action will be taken in accordance with, but not in conflict with, the USA Hockey Official Playing rules and the Reston Raider Code of Ethics. The following actions will be taken with regards to misconduct penalties:


Fighting Penalties: The player will be ejected from the game and may not play in the next two league games he or she attends.  The player will sign the score sheet as a suspended player.  The player will not suit up in uniform for the game or sit with the team on the bench.  The two game suspension will not be considered served if the player does not attend the games.  A player receiving a second fighting penalty during the season shall be subject to a five game suspension.  A player receiving a third fighting penalty during the season shall be suspended for the balance of the season, including playoffs.  The suspensions for the second and third offenses may be reduced by the Standards of Conduct Committee if it determines there are extenuating circumstances.  Additionally, players receiving a second fighting penalty during the season may not be allowed to play with the Reston Raiders the following season.


Game Misconduct: The player or coach will be ejected from the game and may not play in the next (2) league games he or she attends.  The player will not suit up in uniform for the game or sit with the team on the bench.  The one game suspension will not be considered served if the player does not attend the game.  The player will sign the score sheet as suspended player.


Match and Gross Misconduct: The player will be suspended from all Reston Raider events until the Discipline Committee has reviewed the event and determined the appropriate actions.  If no hearing is held the suspension shall last for a period of thirty (30) days.  [Note: USA Hockey Rules impose a thirty (30) day suspension pending a hearing for final disposition. These suspensions include all USA Hockey activities.  Therefore a player or coach receiving a match or gross misconduct cannot practice or play with any other USA Hockey registered team during the suspension period.]


The Standards of Conduct Committee may call a formal hearing with the player present.  The Board may question any appropriate sources concerning the reason for Board review.  If the Chairman of the Standards of Conduct Committee calls a formal hearing, the player’s parents and coaches may attend if they choose.  Complaints made against players, coaches, parents, guests or referees in writing to the Standards of Conduct Committee will also be considered.   Decisions of the Standards of Conduct Committee may be appealed to the Board of Directors.  The Board of Directors may utilize it discretion in determining whether or not to hear an appeal.  Any appeals to the Board of Directors must be submitted to the President or Secretary in writing.





9.      End of Game Penalties


Certain penalties committed in the last four and-a-half (4 1/2) minutes of the game are subject to carry over penalty in the following game.  Misconduct penalties not already subject to suspension (gross, match & game) and all major penalties will place the offending player in the penalty box for the entire first period of the next game.  Certain minor penalties including Slashing, Checking (except in Midgets), Cross-Checking, High Sticking, Charging, Boarding, Elbowing, Head Contact, Unsportsmanlike Conduct and Roughing shall place the offending player in the penalty box for the first four and-a-half (4-1/2) minutes of the following game.  The team of the offending player will not play short-handed due to the carry over penalties.


Players, coaches, parents, guests and referees are responsible for their conduct before, during and after a game and while in the locker room.  Any destruction of property, fighting, or abusive language in the rink complex (including the parking areas) is subject to review by the Standards of Conduct Committee.  The Standards of Conduct Committee may issue disciplinary sanctions at their discretion.  A Referee may eject any player, coach or spectator as stated in Rule 502 of the USA Hockey For unsportsmanlike conduct.  This includes conduct before, during and after the game.


10.  Standings


Weekly statistics for the House Program games will be posted on the House bulletins board and website and shall include wins, losses, ties, goals for and goals against.  The point system to be used is as follows:


2 Points for a Win;

1 Point for a Tie;

0 Points for a Loss.


Additionally there will be a “bonus” point available for each team in each game. This point is available to both teams and is based upon; the number of penalties assessed against each team.


A team will be awarded an additional point in the standings if the team receives the indicated number of following penalties or less; Squirt-2, PeeWee-3, Bantam-4, Midget-4.  Regardless of the number of penalties, any misconduct penalty will result in the automatic forfeiture of the extra point.


Clarification: The intent of this rule is to induce the players to monitor themselves and to utilize peer group pressure in a positive context.  The maximum points a team can receive is three (3) assuming a win and penalties under the maximum indicated.  A team can get two (2) points for a tie, if a team loses, but they have maintained discipline they can get a point for the standings.

11.  Play-Off Seeding


Seedings for the House Playoffs will be by record including the bonus points awarded for a low number of penalties.  It will be on a point basis with two (2) points for a wing and one (1) point for a tie and one (1) point for games where the penalty criteria was met.  If all teams in each division do not play an equal number of games because of postponements, then the standings will be by percentage of possible points earned.


If there is a tie for position, the following tie breaking procedure shall be used:

1.      most wins,

2.      points earned in head-to-head[see note below]

3.      goals for –“net” goals against the tied teams [see note below]

4.      highest percentage of low penalty games

5.      lowest goals against


The only other tie breaker will be the call of a toss of a coin by the coach with the highest number team on the database as dept by the schedule, i.e. the PeeWee 1, Bantam 1 and Midget 1 teams will never call a coin flip.


Tie Breakers for Playoff Re-seeding:


1.      Head to Head Points earned [only if all tied teams have played each other an equal number of times];

2.      Games Won [only if tied teams have not played each other or have played each other an equal number of times;

3.       Lowest number of playoff penalty minutes.


12. Changes and Disputes


These rules, including playoff formats, are subject to revision as necessary to accommodate ice availability and such other purposes as the House Director acting on behalf of the Board of Directors may determine.  A decision by the House Director may be appealed to the Board of Directors.
