T-Ball League Rules

The major emphasis in the T-Ball League is to teach basic skills and sportsmanship, and to generate interest in baseball or softball.  Coaches and umpires are expected to set an example for the players by resolving disputes with minimum disruption of the game.  The umpires’ rulings are not to be questioned at any time during or after the game.

1.  The Field

The diamond consists of bases which are 60 feet apart and a pitching rubber 35 feet from home plate.  The out of play boundaries will be defined as approximately 8 feet beyond the foul lines; however deviations due to field peculiarities (ground rules) will be determined by the home team and explained to the umpire and the visiting team’s coach prior to the start of the game.

2.  The Team

2.1 A team in the field should consist of up to 12 players.  Up to 6 may be outfielders, with the number limited by the smaller team.  However, if a team has 10 or fewer players, those players must be in normal baseball positions.

2.2 The batting order is set at the beginning of each game and includes all members of the team who are present.  A batting list of all available players shall be made prior to the game and exchanged by both teams.  Players who arrive late to a game are added to the end of the batting order.  All players are in the batting order, even if they are not scheduled for the field in that inning.

2.3 First and third base coaches are highly recommended.

2.4 Because safety is a primary concern, a coach for each team should keep order among the players waiting to bat.

3.  The Game

Games consist of 4 innings unless shortened by the umpire.  Each team bats until there are 3 outs or 10 players have batted, whichever occurs first.  The coaches must announce when the last batter (10th) is up.  Games should not last more than two hours.  No new inning may start within ten minutes of the two hour time limit. If time, weather or darkness dictates, the umpire may call the game.

4.  Batting

4.1 Players bat from a tee.  The ball must be hit from the tee with a full swing, and the ball must travel at least 10 feet in fair territory to be in play; otherwise it is ruled a foul ball.  There are no strikeouts.  There is a batter’s box, and the batter must stay in the batter’s box when hitting and must maintain a normal stance, which is with the batter’s feet perpendicular and square to the plate.  Should a batter shift his feet so as to point down a baseline, the coach shall be given a warning by the umpire, and thereafter every subsequent batter who violates the rule shall be called out and the runners shall not be allowed to advance.

4.2     Throwing a bat is not allowed.  The first occurrence by a player results in a warning and the play stands.  Any following occurrences by that player will be ruled an out.  The ball will be ruled dead and all runners will return to their bases.

5. Base Running

5.1 Runners may not advance on a caught fly ball and can be put out if not on the correct base, as in regular rules.

5.2     Runners should remain within approximate baselines, but unless making a significant departure to avoid being tagged out, there is no violation.  Two to three steps outside the approximate baseline should not be considered a significant departure.

5.3 Coaches may not touch runners, either to encourage them to run or to restrain them from running.  The umpire will warn the coach on the first offense and the runner will be out on the second offence.  (Note: The exception to this rule allows assisting hearing impaired or visually impaired children.) Verbal commands are permitted.

5.4     Stealing, sliding and base leading are not allowed. Runners must keep one foot on the base until the ball is hit.

5.5     When an overthrow goes out of the field of play, the ball is dead and the runners will be allowed to advance one base automatically.  An overthrow that remains on the playing field is still in play and runners may advance until the ball is declared dead.

5.6     The ball will be called dead and play stopped when a fielder throws or runs the ball back to the pitcher’s mound circle OR when an infielder has control of the ball within 3 feet of any base.  Once the ball is dead, runners who are more than halfway to the next base may proceed to that base; otherwise, the umpire shall instruct the runner to return to the previous base.  If the player within the pitcher’s mound circle or at any base fails to catch the ball, runners will be allowed the next base and play will be stopped.

6.  Fielding

6.1 While a batter is at bat, the pitcher must be positioned on the pitching mound, and other infielders may advance no further than 5 feet inward from the base paths.  If the umpire or opposing coach disagrees with the positioning of an infielder, the umpire will inform the infielder’s coach.  Neither the opposing coach nor the umpire will reposition the fielder or discuss the fielder’s position with the player.  If the pitcher fails to start play on the rubber or if an infielder advances inward more than 5 feet, on the first occasion the umpire shall warn the coach of the offending player.  On the second or subsequent occasion(s), the umpire shall automatically award first base to the batter.  Other runners will also advance if on base.

6.2 If an infielder has control of the ball and attempts to get the runner out on any base, the runners on the other bases may attempt to advance.
