Welcome to the Home of Wayland Youth Lacrosse. the beginning of our 2010 Season is just around the corner and there continues to be much excitement around the sport of lacrosse in Wayland. Over the past 3 years we have seen significant growth in the program and have more than doubled the number of players and teams participating. Our 2009 Program has approximately 330 boys and girls from grades 1 thru 8 and consists of 16 teams.
We offer an In-Town program for 1st and 2nd grade boys and girls that plays on Saturday afternoons.
Our Town 3rd thru 8th grade teams travel to surrounding towns for games and are part of the MBYLL(boys) and FGLL(girls) Leagues. They practice two nights per week and games are played on Sunday afternoons.

We welcome players of all abilities including both new and experienced. Our goal is to expose as many kids as possible to the game of lacrosse and to develop both their skills and love of the sport.  While we like to be competitive we do not coach games to "win at all cost."  There are no league standings. We do not have leveled A,B& C teams.  Multiple teams within age groups are split to be balanced and of equal strength. All players will get equal playing time regardless of ability. We believe this approach encourages more kids to play and makes for a better experience for players, parents and coaches. We also believe that this will help develop better teams with more depth at both the youth and high school level.

In addition we now offer a Tournament Team for 7th and 8th graders who want to devote the spring season to lacrosse and want to experience a higher level of play. The Tournament team adds one additional Friday practice and Saturday game per week. Tournament Team players are required to play on the town team and attend all practices and games. The Tournament team has a paid (non parent) coach. Tryouts may be required depending on the level of interest. They were not required for 2009 as we were able to accommodate all 23 players that were interested.

Our pre-season starts in March with the regular season running from early April through late June. Our on-line registration opens on October 1st and closes on December 1st.

Wayland Youth Lacrosse is a parent run all volunteer organization. We are always looking for additional volunteers to coach and help run the organization. Please contact me if you are interested.

Wayland Recreation Commission Fields Policy Change
by posted 10/30/2009

To the Families of Wayland Youth Lacrosse Players:

We are writing to request your help to show support for our position at a Recreation Committee Meeting be held this Monday (11/2) at 7:00 pm at the Town Building (Council on Aging Room).  Below you will find information outlining our concerns surrounding the changes that the Recreation Committee is considering making to the fields policy. We are concerned that this change might adversely effect whether our children have sufficient playing fields for spring lacrosse.  Here is how you can help.

1.  Please attend the meeting.  Public comment will be limited so it is likely that you will not need to comment.
2.  WYL will have a spokesperson but we have been advised that a show of support is important.
3.  We have spoken to numerous elected and town Board members and we believe we have strong support for our position and requests, but showing up at the meeting will be key.

Should you have any questions, please contact Mark Lucier, John Campbell or John Banse.  Thank you for your help.

POLICY INFORMATION

Background: In the Spring of 2008, the Wayland Recreation Commission (the “Commission”) drafted a Facility Use Policy (the “2008 Policy”) to establish objective criteria and a fair and equitable process for the allocation of Wayland town fields and other facilities among various user groups and organizations.   The 2008 Policy was distributed to town leagues and sports organizations at a June 2008 Commission meeting and was implemented effective January 1, 2009. Under the 2008 Policy:
  • Specific sports and activities were given priority in field and facility allocation during their traditional playing season over “out of season “ sports (e.g., football would have a priority in the Fall over lacrosse and baseball);
  • In the case of allocation conflicts, the practice under the 2008 Policy was that the Director of the Recreation Department would try to resolve conflicts with the interested parties and, if an agreement could not be reached, would make a decision based upon seasonal priorities and the number of participants in the competing programs.
The 2008 Policy was a practical solution to the issues arising from the town’s shortage of facilities and playing fields. It took into consideration the number of participants in competing activities. Thereby, it sought to maximize the number of kids benefitting from their town’s prime fields and facilities and, as a result, the amount of “field fees” generated by the Parks & Rec Department. The 2008 Policy also ensured that access to prime fields was shared among organizations during the course of the year according to playing season. Such sharing allowed Wayland youth to sample and learn a greater variety of activities with the benefit of prime field access (introducing a child to a new sport when the first month of practice has to take place on a parking lot does not help foster enthusiasm for a new game). Last, but of equal importance, the Director’s ultimate decisions on conflicts were made after open discussions with the interested parties and were based upon objective standards and measurable criteria (seasonal priority and number of participants).
The Proposed 2010 PolicyThe Commission now proposes to adopt a new Facility Use Policy (the “2010 Policy”). The 2010 Policy represents a significant change for the worse from the 2008 Policy in that:
  • Field allocation no longer would include a priority or preference for in-season activities;
  • Conflict resolution is taken away from the Director (who resolved issues in meetings with the interested parties) and places it with the Commission;
  • It allows the Commission to make decisions at its discretion without any stated objective standards or measurable criteria (such as numbers of participants).
We feel that the 2010 Policy is a mistake in that it fails to ensure a process whereby field allocation decisions are made in an open manner with the aim of providing the benefit of prime field space for a wider variety of activities and the greatest number of town residents. In addition, it takes away the Director’s authority to resolve disputes and places that responsibility with the Commission. This is not where the Commission should be devoting its energies and is a job more appropriate for the Director. The proposed change will result in a less efficient process.

Points and questions we would like the Commission to consider:
Motive for change
  • What instigated the change in the policy?
  • What is achieved by the new policy that was not accomplished by the old policy and how is it achieved?
  • Why was the seasonal priority concept removed from the policy with regard to field allocation?
  • Why was the seasonal priority concept not removed from gym allocation?
Equal Opportunity for all Activities
  • We believe Parks & Rec should provide kids with the opportunity to learn as broad a range of new activities as possible under optimum conditions (dry fields). All organizations should have a chance to grow interest in their activities with the benefit of prime field assignments.
  • Access to prime fields should be shared among organizations during the course of the year according to playing season.
  • A spring-only sport should have a priority in the spring over a sport that is played in both the spring and the fall.
Maximizing Participation
  • Field allocation should consider the number of players on a team so as to maximize the number of kids benefitting from prime fields (and field fees generated).
Process
  • Seasonal priority and numbers of participants should be expressly stated as criteria in the Policy. A lack of objective criteria will result in more complaints and disputes over the allocation of fields. (Applicants are less likely to understand why Organization A received the permit for Field X instead of Organization B and, therefore, more likely to dispute that decision.)
  • It is a more efficient use of the Director’s time and the Commission’s time to have disputes resolved by the Director.
  • If disputes can only be resolved at Commission meetings (instead of by the Director), resolution of disputes will be delayed until the Commission can meet.
  • The conflict resolution process should allow for the residents (or at least the interested parties) to see and understand how a decision is made as opposed to the Commission making such decisions behind close doors.
  • Commission members who also sit on the boards of organizations competing for field space should recuse themselves from the allocation decision making process.
